They allow more than 8...
They allow more than 8 passengers, we had 18 +3 crew members. Does not matter if you select English, the crew spoke both and only 2 other people spoke English on tour. The tour itself was good, the food and drinks were great. 2 beers per person plus a margarita. The spots you visit are very touristy with 10-20 boats doing the same thing. Reefs are pretty deep so you can’t get that close, but the starfish were cool.

I have snorkeled in Cozumel before and this was wayyyy better than the last time. We saw a dolphin, tons a manta rays and much more. The guides were very generous and helpful, definitely would recommend
