I would definitely use...
I would definitely use the Seaplane to get to Vancouver Island and the boat and ferry to get back.The reason is,it's the only realistic travel options to spend a reasonable amount of time in Victoria.If going to Buschart Gardens I chose the local bus,3 dollars each way and it takes about 50 min,the bus stop is only a 5 min walk from where the Seaplane drops you off.Did not use hop on hop bus as it is quite expensive and does not go to Butchart Gardens.Looking for a nice authentic not expensive meal then fish and chips at Fisherman's Wharf is a must and it is only a 15 to 20 min walk from the centre of town.

Vancouver Island Seaplane Tour
Loved the Viator Seaplane tour to Vancouver Island until we were to meet the bus for the return trip on the ferry. The driver was difficult to understand and we were not given much information on how the remainder of the tour was to proceed. Our return to Vancouver from the ferry terminal was excruciatingly long with many stops along the way. Wish we could have returned by sea plane!!

You can probably do this...
You can probably do this yourself by purchasing the flight and ferry and use public transport in between as the biggest let down was we were under the impression the bus was taking us straight to our hotel from the ferry but instead we drove round most of the hotels in downtown Vancouver circling our hotel so in the end we just got off the bus and walked to our hotel much quicker than we were going to get there with the transportation provided.
