Avoid Monte Carlo, but the rest of the is great
It is absolutely wonderful to have a private tour and to be on your own time, but Monaco is just way too difficult in summer. It is extremely crowded, and although it is beautiful, it’s pretty unmanageable for traffic and pedestrians. Perhaps it is better in the off-season or for those who want to seriously gamble and stay inside the casino or simply shop till they drop.
